Is it a law or a custom that a woman has to wear a new garment when she lights the candles on the second day of Rosh Hashana?

Ashkenazi women recite the blessing Shehechiyanu when lighting candles on the second day of Rosh Hashana, so it is proper for a woman to wear a new garment or put a new fruit in front of herself so her reciting Shechiyanu covers all views (Mishna Berura 600:4). If she didn’t do these things, she still recites the blessing.

However, according to Rav Ovadia Yosef, women should not recite Shehechiyanu when lighting candles (Chazon Ovadia on the High Holidays, page 62). In any event, he also consents, one should put a new fruit in front of himself during Kiddush of the second day of Rosh Hashana, so that there is no question that Shehechiyanu should be recited (Shulchan Aruch 600:2, and Chazon Ovadia ibid. page 163).
